Cumberland Council is developing a 5-year Supported Housing Strategy which outlines how we will ensure people who need support can access it in a settled, secure and appropriate environment. We are now getting views on our strategy before it is agreed.

Our draft Vision, Aims and Priorities for the Supported Housing Strategy have been developed following the completion of several Housing Studies including:

  • General Housing Needs Study (Arc4 Ltd)
  • Supported Housing Study (Housing LIN)
  • Cumberland Council Homelessness Prevention and Rough Sleeping Strategy 2025 to 2030
  • Adult Social Care Market Position Statement (Cumberland Council)
  • Cumberland Council Sufficiency Strategy 2024 to 2027

The General Needs Housing Study and Supported Housing Study documents are available on the Cumbria Observatory website.

The Homelessness Prevention and Rough Sleeping Strategy, Market Position Statement, and the Sufficiency Strategy are available on the Council’s website:

The survey is aimed at:

  • our key partners who have an interest in this area
  • those with lived experience
  • those who may need help in accessing prevention services, supported housing accommodation and/or a care support service to enable them to live independently now and in the future

The client groups we are keen to hear from are:

  • Older People
  • People with Learning Disabilities and/or People with Autism
  • People with Mental Health Conditions
  • People with Physical Disabilities
  • People at risk of or experiencing homelessness
  • Care Experienced Young People

Your feedback will help us to review our initial thinking of the vision, aims, priorities and help build a strategy that reflects real experiences and delivers better outcomes for everyone.

The Supported Housing Strategy is due to be adopted by the Council at the Executive meeting in July 2026.
