We have a legal duty to support children and young people with SEND in Cumberland (between ages 0 – 25); we lead and drive developments around support, processes and provision.
The Cumberland SEND and AP Partnership Strategy was published in 2024. It sets out our vision and priorities: “We believe that all children and young people deserve and should receive access to excellent services, a fulfilling and well-rounded education, and the chance to reach their full potential. We believe children with SEND and those whose needs would be best met by accessing Alternative Provision in Cumberland deserve high quality, local support, services and provision.”
The Cumberland SEND Partnership was formed in January 2024, following Local Government Reorganisation in Cumbria. The Cumbria SEND Partnership previously covered the whole county, with the Cumberland SEND Partnership and Westmorland and Furness Partnership being formed to support the two new local authority areas.

Cumberland Council currently uses a document called “SEND Handbook and Criteria” to structure our approach to Special Educational Needs and Disabilities.
We have worked closely with SEND professionals and parent/carers to refresh and update this document.
We are now seeking wider feedback on this updated version, which has been titled “SEND Needs Descriptors”.
Your feedback is highly valued and will play a key role in shaping the final version of the document.
Depending on the quantity of responses received and changes required; our current ambition is to release a finalised version in January 2026.
