Cumberland Council is asking for views on possible changes to home-to-school transport for young people with special educational needs and disabilities who are in Year 12 or above. This is known as post-16 transport. It supports young people who continue in education or training, usually at a college or sixth form.

This is a consultation. No decisions have been made, and your feedback will be considered before any final decision is taken.

More young people need home to school transport, and the cost of providing it has risen significantly. This is putting financial pressure on the council. The council is reviewing how support is provided so it is fair, sustainable and focused on those who need it most.

At the moment, eligible young people with SEND usually have transport arranged for them. This is normally a council-arranged minibus or taxi.

Young people with SEND may be eligible for travel support if they attend their nearest suitable school, college or training provider and need help with transport. This could be because they live more than 3 miles away, or because they cannot reasonably walk there, even if they live closer.

Under the proposed policy, eligible young people would receive money towards travel costs. This would be similar to the cost of a bus pass. Young people and their families could then choose the travel option that works best for them.

If this support would not meet the young person’s needs, you could apply for an individual assessment. This may apply if they have specific mobility or social care needs, or cannot reasonably use public transport. We would consider what other support they may need and how best to meet their needs.

The proposal aims to give young people and families more choice and flexibility. It also aims to help young people build independence as they prepare for adulthood, while protecting those least able to afford transport. Each young person’s travel needs would continue to be reviewed individually.

In some cases, the council may still offer other support, such as Independent Travel Training, a Personal Travel Budget, or a seat on existing transport where this is available and suitable.

If the changes are agreed, they would start on 1 September 2027.

We particularly want to hear from young people with SEND, parents, carers, schools, colleges, partners and residents who may be affected by the proposals. Taking part will help the council understand what the proposals could mean for young people, families and services.
