The Council is asking people to identify sites which they would like to see either protected or developed for a particular use. It is important for the Council to understand the land which is potentially available so that we can assess and determine the most appropriate locations for development across Cumberland.

The land submitted must be within the Cumberland Local Plan area, and should not include land within the St. Cuthbert’s Garden Village and the Lake District National Park. These areas are covered by separate Local Plans which can be viewed online on the St Cuthbert's Garden Village and Lake District National Park websites.

The sites can be put forward by anyone (with the landowner’s permission) and for any use including:

  • Residential
  • Retail
  • Commercial
  • Industrial
  • Leisure
  • Open space/community use/greenspace
  • Health
  • Transport
  • Utilities infrastructure
  • Habitat creation
  • Allotments
  • Education
  • Burial ground
  • Traveller/Showman pitches
  • Minerals and Waste – please note that there are separate submission forms for these uses

As this is a new Local Plan for the newly formed Cumberland area, if you have submitted your land before to any of the legacy authorities (Allerdale Borough Council, Carlisle City Council, Copeland Borough Council and Cumbria County Council), you must submit it again through this process as the Council will not include previous submissions in the site assessments.

Suggesting a site does not grant it any planning status (either permission or allocation), nor does it guarantee any future support from the Council for its development or protection.

How to submit a site online

You will need to complete a separate submission for each parcel of land you wish to submit.

All sites should be submitted using the online submission form wherever possible. This ensures that consistent information is received for all sites, improves data processing and accuracy, and helps speed assessments.

The online submission form enables you to respond to the submission questions and draw the boundaries of your site on a map online.

Alternative ways to submit a site

Whilst using the online form is strongly recommended, sites can be submitted via email using downloadable forms; submissions via post will only be accepted in exceptional circumstances.

A separate form must be completed for each site.

To submit your site via email or post you will need to download the site submission form below and complete all relevant sections. The completed form must be accompanied by a clear location map showing precise boundaries of the site in red. The location map must be OS based and should not exceed a file size of 10mb if you are making your submission via email.

Submissions using email should be sent to planningpolicy@cumberland.gov.uk or posted to Chris Hoban, Planning Policy Team, Cumberland Council, Carlisle Civic Centre, Carlisle, CA3 8QG.

Please ensure submissions reach us before 23:59 on Sunday 4 January 2026; there may be limited opportunities in the future to submit further sites but submitting the sites now enables the Council to have early dialogue with landowners and site promoters.
